![]() ![]() In 2006, the municipality proposed moving out of the mall location and building an entirely new South Delta library branch at Winskill Park. Today, it’s still the only one of Delta’s three libraries that is not located in a municipally-owned building and is instead rented. In addition to individual and business donations, memorials, sales of books, and the popular monthly “Lunch at the Library” make this library truly a Delta County library.Let’s head back to April of 1986 when a new Tsawwassen public library branch opened at the Town Centre mall. The city and county make yearly donations, and other sources of income include citizen donations on the water bills of the City of Cooper and MUDD district water bills. Since the city of Cooper and the Delta County Commissioners Court could not afford to take on the expense of funding the library like other libraries in the state, it is largely funded by the citizens of the county. The library opened in January of 1993 and remains an important part of community infrastructure. With the help of local volunteers, the library was remodeled. In 1992 when the library acquired a grant, they were able to purchase the old Church of Christ building at 300 West Dallas Avenue. It flourished and eventually began to outgrow its initial location. The library opened on November 11, 1982, at the site of the old Tom Boyd house on Southwest First Street in Cooper, Texas. Wilkerson and Foy Burns began working to found the Delta County Public Library in 1981.
